Akhil Joyan, a merchant navy sailor from Kasaragod, was among four Indians killed when Russian forces attacked cargo ship MV Golden Leo near Ukraine. The only son of his parents, Akhil was to marry in April next year.

The family of 26-year-old Akhil Joyan in Kerala's Kasaragod district is waiting anxiously for the return of his body after he was killed in a Russian attack on a cargo ship near Ukraine's Odesa coast.

Akhil, a native of Vellarikkundu, was among the Indian crew members killed when the Guinea-Bissau-flagged MV Golden Leo came under attack while leaving the Port of Odesa on Sunday. The ship was carrying food grains and had 17 people on board, including five Indians.

For Akhil's parents, the wait has been made harder by the lack of clear information about when his body will be brought home.

His father, Joyan, told Asianet News that the shipping company initially informed the family that Akhil was missing. An email received later confirmed that one of the two identified bodies was that of their son.

However, the family says it has not received further details since then.

Joyan said the company had told them that bringing a body back could usually take 10 to 15 days. But when the family contacted the company again, it reportedly had no fresh information.

The family is now seeking help from authorities to speed up the process and complete the formalities needed to bring Akhil home.

Akhil's death has left his family and neighbours in Vellarikkundu devastated. He was the only son of his parents and had joined the merchant navy at the age of 19.

His father works at an electrical shop, while his mother is an insurance agent. The family had recently built a new house and was looking towards Akhil's future for support.

According to local ward member Shobi Joseph, Akhil was known as a disciplined young man and was also a popular tug-of-war player in his neighbourhood.

Just three months ago, Akhil had got engaged in his hometown. He had returned to work around a month ago and was reportedly planning to get married in April next year.

His sudden death has therefore come as a major shock to his family, who are now waiting for his body to be brought back home.

The Kerala Chief Minister's Office has directed the Non-Resident Keralites Affairs Department, or NORKA, to collect more information about the incident and coordinate efforts for the repatriation of Akhil's body.

NORKA has been asked to contact the Russian Consulate and the Ministry of External Affairs to get details about the sailor's death and the procedures involved in bringing his remains back to Kerala.

Akhil's family is also in contact with local political representatives, including the MP and MLA, for assistance with the repatriation process and other formalities.

India has also summoned Russian envoy Vladimir Ladanov to convey New Delhi's strong objection to the attack on the ship.

The man is believed to be a supporter of the ruling party at the centre and is seemingly opposing the ongoing protests by the Cockroach Janta Party (CJP), which has been demanding the resignation of Education Minister Dharmendra Pradhan over NEET-UG paper leaks and CBSE paper evaluation glitch.

Bannerghatta Road commuters may have to wait longer for Metro services as Bengaluru's elevated Pink Line section is likely to open only in late August. The 7.5-km stretch connects Kalena Agrahara with Tavarekere via 6 stations, including a hospital.

People travelling along Bannerghatta Road in Bengaluru may have to wait a little longer for the city's Metro network to reach their area.

The elevated section of the Pink Line, which was expected to open by August 15, is now likely to start services in late August or early September, according to sources familiar with the project.

The deadline had been set by Greater Bengaluru Development Minister Krishna Byre Gowda. However, the line is yet to complete some key signalling tests and safety approvals needed before passenger services can begin, according to a report by Deccan Herald.

The 7.5-km elevated stretch runs from Kalena Agrahara to Tavarekere and has six stations. One of the most important stations on the route is Jayadeva Hospital, where passengers will be able to interchange with the Yellow Line.

Once opened, the section will take Bengaluru's operational Metro network to 103.6 km.

Most of the physical work on the line is already complete. Civil works, track laying and much of the finishing work have been done. Six trains have also been delivered for the new section.

However, the remaining testing and certification work has pushed back the opening schedule.

The Research Designs and Standards Organisation (RDSO) has already conducted key tests on the new trains. Oscillation trials were held to determine safe operating speeds, while Emergency Braking Distance tests checked the trains' braking performance.

These tests were conducted between April 28 and May 9. The Interim Speed Certificate (ISC) is now expected to be issued within the next few days.

The bigger hurdle is the Independent Safety Assessment (ISA) certificate for the signalling system.

The assessment will be carried out by Bengaluru-based Jodova Technologies Pvt Ltd. It will examine the signalling system and how it works with other parts of the Metro network.

The assessment will also cover important safety systems, including Automatic Train Protection (ATP) and Automatic Train Operation (ATO).

While ATP testing has reportedly been completed, ATO validation is still in progress. These tests check whether trains can operate automatically, stop accurately and berth correctly at stations.

Sources said signalling software is being upgraded before it is installed on the trains. Further testing is expected between August 3 and 5, followed by the ISA assessment on August 5 and 6.

After the ISA certificate is obtained, the Bangalore Metro Rail Corporation Limited (BMRCL) will apply to the Commissioner of Metro Railway Safety (CMRS) for the statutory safety inspection.

The inspection is expected to take place in the third week of August. If the CMRS raises any concerns, BMRCL will first have to address them before the line can open to passengers.

Six-month plan allegedly linked to financial dispute

According to police records cited by The Indian Express, the alleged plan to kill Shwetha's family developed over several months. Investigators believe financial disputes may have played a major role in the alleged motive.

Police sources said Shwetha had borrowed around Rs 50 lakh from her parents to support Kenneth's proposed cloud kitchen business.

The money was allegedly used up, while the family later sought repayment. Investigators suspect that the growing financial pressure may have led Kenneth to view Shwetha's family as a problem.

Police allege that instead of trying to resolve the dispute, he began planning the killings. Investigators believe he also explored ways to dispose of the bodies after the alleged murders.

According to police sources, Kenneth had purchased an iron furnace for his proposed cloud kitchen venture. Police allege that he considered using the furnace to dispose of the bodies but later concluded that the plan was not practical.

Three members of family allegedly killed

Police allege that the killings took place on June 22. According to the investigation, Kenneth allegedly first lured Shwetha's mother, Muthulakshmi, 48, to the apartment and attacked her with a knife.

Police allege that her husband, Somasundar, 55, and younger daughter, Supriya, 20, were attacked when they arrived at the location separately.

All three family members died in the incident. The case was reportedly strengthened by Somasundar's dying declaration.

According to The Times of India, despite suffering several stab wounds, Somasundar managed to reach the staircase. His condition was noticed by neighbours, who alerted the police.

The declaration is expected to be an important part of the investigation as police continue to piece together what happened inside the house.

Accused and partner allegedly fled after killings

Police allege that Kenneth and Shwetha later took cash and silver ornaments from the family home. The couple then reportedly left Bengaluru and travelled to Puducherry.

In a video that went viral on social media, a few school-going children were seen laying their notebooks, textbooks, and other study materials carefully across dry stretches of roads, hoping to salvage whatever they could after floodwaters receded from their homes. Since the study materials were apparently drenched and thus, the children were seen drying their books under the sun.

Assam Government To Provide Free Replacement Textbooks

As the notebooks, textbooks, and other study materials were ruined by the thick silt and floodwaters, the Assam Government stepped forward to ensure that students can continue their education uninterrupted. Assam Education Minister Ranoj Pegu announced that the government would provide free replacement textbooks.

“After assessing the flood damage across several districts of Assam, I have instructed the Assam State Textbook Production and Publication Corporation to immediately prepare for the resupply of free textbooks to affected students,” Ranoj Pegu wrote on X.

“All Inspectors of Schools (IS) and District Elementary Education Officers (DEEOs) have been directed to submit their textbook requirements at the earliest to facilitate timely distribution.

“For the flood-affected districts of Charaideo and Sivasagar, we are making arrangements to resupply textbooks for the entire district.

"The textbooks will be dispatched as soon as schools reopen, ensuring that students can resume their learning without disruption. Education must continue, even in the face of adversity,” he added.

The cancer was detected a few months ago. However, as clear treatment options were not available at the time, Babita was being given palliative care to manage her condition. Her health took a turn for the worse over the past few days. The doctors have said that surgery is not possible because the cancer has already spread throughout her body.

With her condition deteriorating, zoo officials decided to begin chemotherapy after consulting a team of experts.

Babita is now being treated with the chemotherapy drug Carboplatin.

The decision to try chemotherapy was based on a similar case at North Carolina State University in the United States. In that case, chemotherapy helped extend the lives of cats suffering from a similar type of cancer by around four months.

Based on the experience from that case, the veterinary team decided to provide Babita with the same treatment in the hope of extending her life.

Babita was rescued from Wayanad

Babita was brought to the Thiruvananthapuram Zoo after being captured by the Forest Department in March 2024. The tigress had been found creating panic in a residential area in the South Wayanad Forest Division. Following her capture, she was moved to the zoo for rehabilitation and was later named Babita.

Since then, she has remained under the care of the zoo authorities.

The latest development has now placed the focus on her health, as veterinary experts work to manage her condition and provide treatment despite the cancer having spread throughout her body.

The commission issued an official notification on July 23. It states that these discussions will be held with various organisations, federations, and unions that are based or registered in Delhi and represent Central government and Union Territory (UT) employees.

This new announcement comes about two weeks after the commission held discussions in Kolkata on July 9 and 10. During that time, several employee and pensioner groups had expressed concerns about the pace of the commission's work and potential delays in its recommendations.

The commission has made it clear that only those organisations can apply for a meeting who have already submitted their memorandum but have not yet met with the commission, either in Delhi or any other state/UT.

Eligible organisations must submit their applications with their unique memorandum ID by July 31. The commission has said that it will share the details about the meeting's venue and schedule separately at a later date.

Employee unions and federations are expected to present their recommendations on various issues. These include pay revision, pensions, allowances, the fitment factor, promotions, career progression, and overall working conditions.

The commission has clarified that the August meetings are not the final round of discussions. They are planning more talks in Delhi and other states and UTs in the coming months before preparing their final recommendations for the Central government.

Organisations based outside the Delhi-NCR region can apply for meetings in their own state or UT, or a nearby location. The commission will publish the schedule for these future meetings on its official website.

Meanwhile, the 8th CPC has extended the deadline for ministries, departments, and UTs to upload employee data. They now have until July 31, 2026, to submit this information through the online data collection portal, as many government bodies had requested more time.
